The implementation of Basel III should take business financing into account, for which reason national support measures are necessary for capital strengthening of small businesses.

Leitl says: "In the European economy, financing through bank loans plays a more important role than in the U.S. or Asia. In addition, small and medium enterprises are more dependent on bank financing than large companies. The impact on corporate financing of Basel III must therefore be adequately studied before binding rules are decided."
