France is clearly the larges creditor of the troubled country. Portugal owes Austria € 433m.

According to the Austrian National Bank (OeNB), Austrian banks currently hold € 1.20bn in the form of claims on Portuguese banks, businesses and public agencies. The Portuguese State accounts for around € 433m.
